In loco parentis

  The Hon'ble Punjab and Haryana High Court in Karnail Singh & Ors., V/s State of Haryana ,  vide order dated 31.5.2019 , held that:- 29. The entire animal kingdom including avian and aquatic are declared as legal entities having a distinct persona with corresponding rights, duties and liabilities of a living person. All the citizens throughout the State of Haryana are hereby declared persons in loco parentis as the human face for the welfare/protection of animals.“Live and let live.” The Hon'ble Uttaranchal High Court in  Narayan Dutt Bhatt vs Union Of India And Others vide order dated 4 July, 2018 , held that:- 99 (A).   Provisions of Rule 3, 4 and 5 of The Prevention of Cruelty to Animals (Care & Maintenance of Case Property Animals) Rules, 2017 :   3.       Custody of animals pending litigation. — When an animal has been seized under the provision of the Act or the rules made thereunder —   (a) the authority seizing the animal shall ensure health inspection, identification and marking such animal, through the jurisdictional veterinary officer deployed at Government Veterinary Hospital of the area and marking may be done by ear tagging or by chipping or by any less irksome advance technology but marking by hot branding, cold branding and other injurious marking shall be prohibited;   (b) the magistrate may direct the animal to be housed at an infirmary, pinjrapole, SPCA, Animal Welfare Organisation or Gaushala during the pendency of the litigation.   4. Mule killed in traffic accident

On 26-10-2018, on the Pune lane of Mumbai-Pune highway, at Mahad phata, in the jurisdiction of Khalapur police station, district Raigad, Maharashtra, a mule was killed when it was as informed by eyewitnesses, hit by a trailer truck.

Bull hit by vehicle

Bull has been hit by a pick up Jeep on 15-10-2018 at about 7.30 pm, on Mumbai - Pune highway, Pune lane, outside shetki farm, near Shedavli phata, Khopoli. 410203 Major injury to back near tail. The bull cannot get up. Unfortunately no veterinary aid could be given as no veterinarian or para-vet, government or private was available. The bull has been transported to a safer location. Dolly's rescue

It was reported that a dog named Dolly was living under conditions, that are illegal under Indian law. This is how case was dealt with.  The "owner" was approached, he was requested to remedy the situation or surrender the animal. He refused to do so. He was reminded that his action was illegal and that he was leaving no course of action, but a police complaint against him. He said that he didn't care a damn about the police. The place where Dolly was tied was photographed and video was taken. It was observed that Dolly was tied on a very short leash, in filthy surroundings, information was obtained that suggested that she was not adequately exercised, considering that she was tied all the time. It also came to be known the water bowl and food bowl wasn't cleaned for days and that she was not regularly and properly fed, and provided with clean water.  The concerned police station was approached. The situation was verbally as written in (2) above was conveyed
